Each model requires different organizational DNA, leadership capabilities, and risk tolerance. (Part 2) 🔷The 5W1H2C5M model is purposefully arranged as it is written:  → 5W1H: defines the overview of the project → 2C: ensures the quality and reduces risks → 5M: allocates resources effectively for each stage of the project Dig deep into 5M, we have: 🔶Man (Human Resources) - What roles does each member take? - What are their personalities, qualifications, experience, and capabilities? - If preventive resources are needed, are sufficient human resources available? 🔶Money (Finance/Budget)  - What is the budget for implementation?  - How could the project team get money? - How the team is going to allocate and use the budget for particular activities? 🔶Material (Raw Materials/Suppliers)  - Which are the needed materials? How many/much? - What are the standards for raw materials and suppliers? - Which delivery method, delivery term, and payment method should be applied? 🔶Machine (Technology and Equipment) - What technological methods (apps, websites, tools, etc) need to be applied to carry out the work? - Is the compatibility level between various technical equipment suitable for the task requirements?  - Are these tools or equipment easy and quick to adapt or require training? 🔶Method (Processes and Procedures) - What is the work process and work rules? - What best practices and methodologies are available and applicable? (Agile, Waterfall, Lean, etc.) - How will communication be managed among project team members and with stakeholders? I highly recommend the project managers/leaders be careful and mindful of the “Method” part. The work process seems to be simple but can cause huge problems and conflicts. Therefore, prepare the work rules, make sure you communicate them clearly and all team members agree to obey the rules before working. The 5M in 5W1H2C5M framework is more than a tool; it's a mindset shift that empowers project managers to navigate the complexities of modern projects with confidence and precision.     Our latest World Bank report on oil and gas wealth sharing in MENA is out! Titled: (Prosperity Unearthed: Wealth-Sharing Mechanisms for Peace and Equitable Growth in the Middle East and North Africa). This important report focuses on varying development outcomes and wealth-sharing practices in the MENA region and proposes strategies for fostering inclusive prosperity and peace.   Overview: 🔹 The Middle East and North Africa (MENA) region, rich in hydrocarbons, holds more than half of the world’s oil reserves and 40 percent of its gas reserves. 🔹These resources have propelled some countries to high-income status and supported regional economic growth through jobs, remittances, and investments. 🔹However, they have also been associated with economic instability, overreliance on a narrow range of commodity exports, and resource contests and conflict.   Key Findings: The report examines oil and gas wealth sharing context, policies, and practices through a three-part analytical framework.   🔶Wealth Sharing Lenses: 1. Time: Managing resource distribution over time (saving vs. spending). 2. Space: Managing resource distribution across geographical areas and levels of government (concentrating vs. distributing). 3. Fragility and Conflict: Impact on fragile and conflict-affected areas. 🔶Deviations from Best Practices: Contributed to the region’s unmet development potential.   ✅Recommendations: ▪️Fiscal Management: Decouple fiscal spending from volatile hydrocarbon revenues to ensure macroeconomic stability and long-term sustainability. ▪️Governance: Implement transparent and accountable governance mechanisms. ▪️Policies: Adopt rules-based policies for macroeconomic stability, sustainability, and equitable resource distribution. ▪️Inclusive Economic Policies: Emphasize the importance of inclusive economic policies, including across geographical space, robust transparency arrangements, and strong institutions. 🔵Conclusion: ▪️By leveraging hydrocarbon resources effectively, MENA countries can build sustainable, inclusive prosperity. ▪️The report underscores the need for strong fiscal management, sub-national and regional cooperation, transparent governance, and inclusive growth strategies. ▪️These efforts are crucial for fostering peace, stability, and equitable growth in the region.   Thank you to the multidisciplinary team in MENA Prosperity Department for their hard work and dedication.     🔔 Complex Resource assignments modelling 🔔 Critical Path Method can be built without complex resource modelling: planners typically develop a logic-based schedule first and assign resources afterwards. In practice, though, this sequence often breaks down because resources are not just inputs to activities – they frequently govern activity durations. Duration is shaped by crew size, productivity rates, learning curves, and calendars, so the relationship between resource quantity and duration is rarely linear. On top of that, resource supply can be constrained, shared across projects, and volatile over time. As a result, a purely logic-driven CPM schedule may be mathematically “correct” yet operationally unrealistic. To produce a schedule that reflects feasible execution and can be calculated reliably, complex resource assignment modelling must be applied, not treated as a post-processing step. 💊 Think of the next scenario:  Two resources are assigned to an activity, but only one is available. Should the scheduling system start the activity as soon as the first resource becomes available, or wait until the second one is available? There is no single correct answer, as both scenarios are valid in real projects, depending on the nature of the work. Consider two simple cases: 📌 Moving chairs: the activity can start with one resource and finish without the second. It may take longer, but it is still feasible. 📌 Moving desks: the activity cannot start unless both resources are available. One person alone cannot begin the work. Other common examples include: 📌An activity that requires an excavator, where more than one excavator can be used if available. 📌 System integration testing, where some test cases require two testers, while others can be executed by one. 💡 For a project delivery model to be reliable, both scenarios must be explicitly supported. This means that planners (and the scheduling systems they use) must be able to define assignment logic, not rely on assumptions. At a minimum, the model must allow definition of: 🔸Teams – activities that require all assigned resources to be available before starting 🔸Multi-resource assignments – resources that operate together as a unit 🔸Minimum required quantity – the minimum number of resources needed to start 🔸Maximum assignment quantity – the maximum number of resources that can be applied productively 🔸Minimum workload threshold – to prevent inefficient switching of resources across concurrent tasks An activity may have one or more assigned teams, and each team may include one or multiple resources. This structure enables the consistent modelling of complex yet realistic assignment scenarios. Planners who understand and model assignment complexity produce project models that delivery teams trust and actually use.
