What this PR does

Full semantics-preserving translation of the remaining English narrative in .claude/agents/os-dev.md to Chinese, converging terminology with pm-dispatch/SKILL.md and the wave-1a files (认领/派发/复核/门禁/棘轮/停摆/派发词/裁决…). No rule changes; ambiguity preserved; every judgment call listed below. One file, one commit.

Machine anchors stay English byte-stable (verified by md5 where block-shaped): frontmatter block (md5-identical), the JSON report contract block (md5-identical: keys, enum values, example strings), the attribution-footer example block (md5-identical), label names, commands, script/gate names, paths/globs, the os-dev-report comment marker, the Fixes / Part of forms, and all inline code spans.

Structural integrity vs origin/main: line count 398 → 330 (ratchet ceiling 399 — net decrease, no padding); H2 heading count 10 → 10; ⛔-marker count 13 → 13; code-fence count 4 → 4; numbered-item count 17 → 17; top-level bullet count 28 → 28.

Control-byte self-scan beyond the gate (the change touches the byte-discipline section): clean.

Derivation delta: node scripts/pm/dispatch-gates.mjs on the changed path added check:doc-authoring and check:doc-formula-expressions beyond the dispatch prompt's named families — both run, both green. The derivation does not itself list check:skill-frame-freshness (its trigger is not path-shaped); the prompt named it and it was run green anyway.
