ADR-class: human merge only. Skills updates are ADR-level (maintainer ruling 2026-08-11: 「所有 skills 的更新和adr 类似,需要人工审核」) — do not merge, queue, or arm auto-merge; the maintainer's merge is the veto window.

What changed
Semantics-preserving translation only — no rule changes meaning, scope, strength, or ordering. Machine anchors (frontmatter blocks, commands, script/gate names, paths, JSON keys, enum values, labels, title formats, code blocks) stay English byte-stable; frontmatter md5-verified identical for all four SKILL.md files. One commit per file for bisectability.
Scope note (card premise, partially invalid): six of the ten files in the card's table were already Chinese-dominant at the fetched head; four of them carried zero English narrative and were left byte-identical (no padding, per the ratchet clause). The real stock was the four standalone SKILL.md files plus two one-line residuals.
Translation judgment calls
Falsified PM mechanism assumption (for the record): check:skill-frame-sync's four decision-frame copies live in pm-dispatch/SKILL.md, the os-dev definition, and the published skills/objectstack-pm-dispatch/SKILL.md — references/review-checklist.md carries no copy of the frame (read from scripts/check-skill-frame-sync.mjs COPIES). The gate was run anyway: green.
