The guiding principle is that any event &#8211; whether initiated by RT\u00c9 or undertaken in partnership with others &#8211; must deliver public value and align with RT\u00c9\u2019s statutory public service objects. Promotion of such events is undertaken with the aim of enhancing public value, and ensuring mutual benefit for both the event or initiative, and RT\u00c9\u2019s audience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can <a href=\"https:\/\/about.rte.ie\/wp-content\/uploads\/2026\/02\/RTE-On-Air-Promotions-Policy-December-2025-FINAL-290126.pdf\">read the policy here<\/a>. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>RT\u00c9&#8217;s Fair Trading Policy 2025<\/strong>&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">RT\u00c9 aims to trade fairly. As a dual-funded public service media provider, RT\u00c9 relies on licence fee income and commercial revenue to discharge the cost of its public service remit. Consequently, RT\u00c9 engages in both public service activities and commercial activities. All of RT\u00c9\u2019s trading activities shall be in accordance with market principles and conducted in a transparent and accountable manner within the relevant regulatory and legal framework. &nbsp;As required by the Broadcasting Act, RT\u00c9\u2019s public service activities should operate at arm\u2019s length from its commercial activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">RT\u00c9\u2019s Fair Trading Policy has been reviewed and updated. RT\u00c9\u2019s approach to the Presidential Election 2025 takes account of the regulatory and the updated guidance published by Coimisi\u00fan na Me\u00e1n on 15 September 2025.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <em>Guidelines in Respect of Coverage of Electoral Events<\/em> affirm that a proportional approach to the allocation of airtime in election coverage is appropriate.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission acknowledges the approach to the allocation of airtime may vary depending on the type of election, the resources available to the broadcaster, the target audience, the type of programming and the particular kind of election programme (general coverage, candidate debates, etc).&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission also notes that broadcasters have a duty to protect audiences from content that is harmful, or which may pose legal or liability issues to the broadcaster, and broadcasters should manage these risks by pre-recorded interviews or by declining to air views that they believe may pose such risks.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In contests such as the General and European elections where there is multiplicity of parties and candidates, past electoral record has been one of the key metrics in guiding RT\u00c9\u2019s election coverage.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the purposes of the 2025 Presidential Election with only three candidates nominated to contest the election, RT\u00c9 will allocate a fair share of coverage to each of the candidates, and all candidates will be invited to participate in debates.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">RT\u00c9 will seek to sequence one-to-one interviews in a way that is fair to all candidates but factors such as availability of candidates, studio and outside broadcast facilities are all factors to be considered.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While RT\u00c9 provides extensive election coverage across television, radio and online, it is not possible, nor is there any requirement to provide a precisely equal airtime to every candidate. While RT\u00c9 will strive to provide a fair allocation of time between candidates, it is not possible to impose artificial time constraints on a live debate or interview.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the candidate debates and interviews, coverage will include studio-based programmes that are focused on daily campaign coverage and extensive coverage featuring explainers, analysis and video content across RT\u00c9\u2019s online platforms.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">News reports will be driven by news values on a given day.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As acknowledged by the Commission, elections are dynamic events and the RT\u00c9 Election Steering Group reserves the right to take account of developments during an election, and where appropriate, to make changes to our coverage plans.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fairness between candidates will be achieved across the totality of RT\u00c9\u2019s coverage on television and radio programmes, providing the audience with an opportunity to engage with the electoral messages of each candidate.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>RT\u00c9 Election Steering Group&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>September 2025<\/strong>&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">RT\u00c9 Cultural Charter<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">A cultural charter defines our shared values and behaviours to guide us together in our daily operations and decision making. This update to Rule 27 is in keeping with the guidance issued on 30 April last but also includes the Commission\u2019s decision in respect of the broadcast moratorium.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This document takes account of the latest Rule 27 guidance and sets out, in broad terms,<br>RT\u00c9\u2019s approach to coverage of the General Election. The obligations<br>under the Act will be phased in gradually with the key obligations in place within 24 months. The<br>AI Act will introduce a risk-based classification where the level of AI regulatory scrutiny<br>corresponds to the level of risk posed by an AI system. Icons will appear on screen for 20 seconds at the start of each\nprogramme which will help people make informed decision to view or not to view.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The four classification\ncategories are:&nbsp;&nbsp;&nbsp;&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>(GA) General Audience: <\/strong> Indicates a programme suitable for all ages and tastes <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>(CH)&nbsp; Children: <\/strong> Indicates a programme aimed specifically at children, including pre-teen or young teenage audiences <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>(PS) Parental Supervision:  <\/strong>Indicates a programme aimed a mature audience. It might deal with adult themes, be moderately violent or frightening, or contain infrequent bad language.
